Description:    Payload Delivery Vehicle (PDV) provides a 
                mechanism for delivering a package as a single
                executable file.  The package is constructed
                by specifying the "payload" be delivered and the
                command to execute on delivery.  The end-user of
                the package runs the single file which will
                extract its payload (filtering through compress
                or tar as needed).  There are no dependencies
                for building or running this utility.
